A traffic innovation project in Estonia is testing unconventional methods to improve road safety.
- Police are offering drivers who have no previous traffic offences the choice between a 45-minute break (or 60 minute break for serious offenders) rather than a fine if they are caught speeding.
- Police will collect data on which deterrent is more effective at decreasing accidents, because the goal is to change perpetrator behavior, not punish for the sake of punishment.
